How to find out who's behind a Snapchat account?

There’s this Snapchat account messaging me random stuff, and I have no clue who it is. Can these apps that claim to “locate” or “identify” social accounts actually work? I’d love to know at least if it’s someone local. Has anyone here had luck tracing a Snapchat username?
